Strategies for Strengthening Local Communities by Participating in Urban Development Planning A case study of Tha Muang Municipality, Selaphum District, Roi Et Province

Abstract
This study aimed to examine the factors influencing public participation in local urban development planning in Tha Muang Subdistrict Municipality, Selaphum District, Roi Et Province; to develop a structural equation model explaining participatory urban development planning behavior at the local level; and to propose appropriate strategies for strengthening citizen engagement in local urban development planning. Quantitative data were collected using questionnaires from 403 respondents, while qualitative data were gathered through in-depth interviews with stakeholders from the public sector and citizen groups involved in urban development. The findings revealed that the factors influencing public participation in urban development planning were local administrative organizations, the urban development participation process, and community strength. The structural equation model showed that local administrative organizations influenced the urban development participation process, which in turn contributed to community strength. However, the local urban development participation process was not sufficiently effective. Key obstacles included limited public understanding of participatory processes, lack of awareness of legal rights and freedoms to express opinions, limited access to urban development information from government agencies, and a small number of multi-sectoral urban development projects. Appropriate strategies include designing participatory processes that support citizen engagement at all stages, establishing public forums and communication channels between government agencies and citizens to enable continuous monitoring of government performance, and building networks and youth communities to drive urban development. These strategies can strengthen local communities through participatory urban development planning in Tha Muang Subdistrict Municipality, Selaphum District, Roi Et Province.
