บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษากลยุทธ์และแนวทางการพัฒนากลยุทธ์การบริหารสถานศึกษาในพื้นที่สูง ของโรงเรียนขยายโอกาสทางการศึกษา เครือข่ายพัฒนาคุณภาพการศึกษาบ่อหลวง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงใหม่เขต 5 ประชากร ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอนในโรงเรียนขยายโอกาสทางการศึกษา เครือข่ายพัฒนาคุณภาพการศึกษาบ่อหลวง สังกัดสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงใหม่ เขต 5 ปีการศึกษา 2565 จำนวน 98 คน ได้มาด้วยวิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามกลยุทธ์การบริหารสถานศึกษาในพื้นที่สูงของโรงเรียนขยายโอกาสทางการศึกษาและแบบบันทึกการสนทนากลุ่ม วิเคราะห์ข้อมูลเชิงปริมาณโดยหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลเชิงคุณภาพโดยการวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า 1) กลยุทธ์การบริหารสถานศึกษาในพื้นที่สูง ของโรงเรียนขยายโอกาสทางการศึกษา เครือข่ายพัฒนาคุณภาพการศึกษาบ่อหลวง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงใหม่เขต 5 โดยภาพรวมและรายด้านมีการปฏิบัติอยู่ในระดับมาก 2) แนวทางพัฒนากลยุทธ์การบริหารสถานศึกษาในพื้นที่สูงของโรงเรียนขยายโอกาสทางการศึกษา เครือข่ายพัฒนาคุณภาพการศึกษาบ่อหลวง ประกอบด้วย 4 ด้าน ได้แก่ 2.1) ด้านการบริหารงานวิชาการ ควรสร้างความความรู้ความเข้าใจกระบวนการทำงานบริหารงานวิชาการที่มุ่งเน้นผลสัมฤทธิ์ 2.2) ด้านการบริหารงานงบประมาณควรสร้างความรู้ความเข้าใจและแลกเปลี่ยนเรียนรู้การบริหารงานงบประมาณตามหลักธรรมาภิบาล นำวงจรคุณภาพ (PDCA) มาใช้บริหารงานงบประมาณโดยการมีส่วนร่วมของบุคลากร 2.3) ด้านการบริหารงานบุคคลควรส่งเสริมสนับสนุนให้มีการแลกเปลี่ยนเรียนรู้กับสถานศึกษาที่ประสบความสำเร็จในการบริหารงานบุคคล แล้วนำมาปรับใช้ให้เหมาะสมตามบริบทของสถานศึกษา รวมทั้งจัดทำแผนพัฒนาบุคลากรและตัวชี้วัดการปฏิบัติงานของบุคลากรให้สอดคล้องกัน และ 2.4) ด้านการบริหารงานทั่วไปควรเสริมสร้างความเข้มแข็งและสร้างการมีส่วนร่วมในการทำงาน โดยนำหลักการทำงานระบบทีม (Teamwork) มาประยุกต์ใช้
