Development of a Prototype Platform for Land and Building Utilization Data to Enhance Smart Government Services: A Case Study of the CondoMaps Platform

Abstract

CondoMaps is a prototype platform developed as a case study to address the fragmentation of public-sector data and to support the development of foundational data infrastructure for smart governance. The objective of this research is to design and develop a data platform capable of integrating land and building information from multiple government agencies and providing data services to support policy decision-making and public service delivery. This study adopts a Research and Development (R&D) approach consisting of four main phases: (1) analysis of institutional context and system requirements of relevant public agencies; (2) design of a three-layer data architecture comprising the Data Layer, Service Layer, and Application Layer; (3) development of a prototype platform for data management and three-dimensional spatial visualization; and (4) development of application programming interfaces (APIs) to deliver data in the form of Data as a Service (DaaS) to enable future integration and scalability. The quality of the prototype was evaluated by experts in system architecture and geographic information systems through technical and architectural validation. Descriptive analysis indicates a high level of suitability in terms of system architecture, functional completeness, and potential for policy-oriented applications. These results demonstrate the readiness of CondoMaps as a foundational data infrastructure prototype for enhancing smart public services and supporting data-driven governance. Nevertheless, the study is limited to prototype-level development. Further research and implementation are required to extend the platform toward large-scale operational deployment and to evaluate its long-term impacts on public administration and urban governance.
