Online Degree Programs: An Option or a Strategy for Enhancing the Quality of Thai Higher Education

Abstract
This academic article explores the strategic role of online degree programs in enhancing the quality, accessibility, and sustainability of Thai higher education. Drawing on frameworks such as EdPEx, TQF, and flexible learning ecosystems, the paper analyzes global and national policy directions, case studies from leading Thai universities, and lifelong learning trends in response to digital transformation. Key perspectives from learners, institutions, and the government are examined to compare online degrees as “options” versus “strategies” for the future. The article concludes that online degree programs must be positioned as a national strategy—supported by institutional digital infrastructure, quality assurance mechanisms, credit bank systems, and human capital development. Policy recommendations are proposed at both institutional and national levels to promote sustainable adoption and public confidence in online learning. Although this article offers a conceptual synthesis, further research and pilot studies are recommended to implement and assess these strategies in real-world educational contexts.
