The Proposed Policy on Sports-Based Learning Management for the Youth in Border Provinces

Abstract
The purposes of this research were to draft and evaluate the proposed policy. This research was approached by qualitative research method and was divided into three phases; the first phase concerned an investigation on state and contexts of the sports-based learning management by using the sport dreams project in the education system in the southern border provinces as a
case study through document inquiries, focus group discussion with 15 informants, and observation in the areas. The second phase was related to drafting the proposed policy by using data from analysis of policies, strategies, concepts and related theories as well as results of the analysis of contexts in the sports-based learning management in phase 1 to draft the proposed policy. The third phase involved in evaluation of the proposed policy in terms of its feasibility and suitability
by using an assessment form from 3 experts and analyzed the data through content analysis.
The findings revealed that: The proposed policy comprised six topics: 1) policy: education for national security through sports processes leads to further education and employment of youth in the border provinces 2) policy program : sport dreams project into the education system in border provinces 3) objectives 4) target groups and areas: border provinces andsouthern border provinces (including Pattani province) 5) mechanisms and measures, having 3 levels: policy level, integration and policy driving level and operational level and 6) policy assessment, having 4 aspects: inputs, processes, outcomes, and impacts. The evaluation of the
proposed policy in terms of feasibility and suitability was at the highest level.
