A Resource Mobilization for Education of the Lao People's Democratic Republic

Abstract

The objectives of this research article are 1) to study the concepts and principles of educational resources mobilization in the Lao People’s Democratic Republic (Lao PDR) 2) to investigate how to educational resources are mobilized in the Lao PDR 3) to analyze the factors that affect the mobilization of resources for the education of the Lao PDR. The researcher used the research method by studying documents related to resource mobilization and analyzing the data by content analysis. The results showed that 1) the concepts and principles of mobilizing resources for the education of the Lao PDR are those based on the legislation and involvement of all sectors, considered as a duty to be undertaken; 2) There are 2 ways to mobilize resources for education, namely, monetary and non-monetary; 3) The factors affecting the mobilization of resources for the education of Lao PDR include leadership skills of those involved in educational management and supporting educational resources from international agencies, encompassing the entire system. With regards to the factors contributing to the less successful mobilization of educational resources, it is found that the following are salient: lack of potential teachers and personnel, change of regime, remoteness of transportation, and natural disasters.
