บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาและประเมินข้อเสนอเชิงนโยบายการจัดการเรียนรู้โดยใช้กีฬาเป็นฐาน สำหรับเยาวชนในพื้นที่จังหวัดชายแดน โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพและแบ่งการวิจัย ออกเป็น 3 ระยะ ดังนี้ ระยะที่ 1 ศึกษาสภาพและบริบทของการจัดการเรียนรู้โดยใช้กีฬาเป็นฐาน โดยใช้โครงการสานฝันการกีฬาสู่ระบบ
การศึกษาจังหวัดชายแดนใต้เป็นกรณีศึกษา ด้วยวิธีการวิจัยเอกสาร การจัดสนทนากลุ่ม จำนวน 15 คน และการสังเกต ระยะที่ 2 พัฒนาข้อเสนอเชิงนโยบายฯ โดยนำข้อมูลจากการวิเคราะห์นโยบาย ยุทธศาสตร์ แนวคิดและทฤษฎีต่าง ๆ ที่เกี่ยวข้อง และผลการวิเคราะห์สภาพและบริบทในการจัดการเรียนรู้ ในระยะที่ 1 เพื่อยกร่างเป็นข้อเสนอเชิงนโยบายฯ และระยะที่ 3 ประเมินผลข้อเสนอเชิงนโยบายฯ โดยใช้แบบประเมินสอบถามความคิดเห็นจากผู้ทรงคุณวุฒิ จำนวน 3 คน และวิเคราะห์ข้อมูลด้วยวิธีการวิเคราะห์เชิงเนื้อหา
ผลการวิจัย พบว่า การพัฒนาข้อเสนอเชิงนโยบายฯ ประกอบด้วย 6 องค์ประกอบ ได้แก่ 1) นโยบาย: จัดการศึกษาเพื่อความมั่นคงของชาติผ่านกระบวนการทางการกีฬาเพื่อนำไปสู่การศึกษาต่อและการมีงานทำของเยาวชนตามแนวชายแดน 2) โครงการเชิงนโยบาย: โครงการสานฝันการกีฬาสู่ระบบการศึกษาจังหวัดชายแดน 3) วัตถุประสงค์ 4) กลุ่มเป้าหมายและพื้นที่: พื้นที่จังหวัดชายแดนและจังหวัดชายแดนภาคใต้ (รวมจังหวัดปัตตานี) 5) กลไกและมาตรการ มี 3 ระดับ คือ ระดับนโยบาย ระดับการบูรณาการและการขับเคลื่อนนโยบาย และระดับปฏิบัติการ และ 6) การประเมินผลเชิงนโยบาย มี 4 ด้าน คือ ปัจจัยนำเข้า กระบวนการ ผลลัพธ์ และผลกระทบในส่วนของผลการประเมินข้อเสนอเชิงนโยบายในด้านความเป็นไปได้และความเหมาะสมในการนำไปปฏิบัติใช้อยู่ในระดับมากที่สุด
