การพัฒนาองค์การพระพุทธศาสนาในเขตจังหวัดภาคเหนือตอนบน

บทคัดย่อ

การวิจัยมีวัตถุประสงค์ 1. เพื่อศึกษาสภาพทั่วไป และสภาพปัญหาอุปสรรคของการบริหารจัดการองค์การ
พระพุทธศาสนาในเขตจังหวัดภาคเหนือตอนบน 2. เพื่อศึกษาวิเคราะห์ทฤษฎีและหลักพุทธธรรมที่เหมาะสม
สำหรับการพัฒนาองค์การพระพุทธศาสนาในเขตจังหวัดภาคเหนือตอนบนโดยใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ
(qualitative Research) มุ่งศึกษาทฤษฎี แนวคิดที่เกี่ยวกับการบริหารองค์การพระพุทธศาสนาทั้ง 6 ด้าน ได้แก่
ด้านการปกครอง ด้านการศาสนศึกษา ด้านการศึกษาสงเคราะห์ ด้านการเผยแผ่ ด้านการสาธารณูปการและ
ด้านการสาธารณสงเคราะห์ หลักพุทธธรรมเพื่อการพัฒนาองค์การ และทำการเก็บข้อมูลด้วยการสัมภาษณ์เชิงลึก
(in- depth Interview) จากผู้ให้ข้อมูลสำคัญ (key Informants) จำนวน 18 รูป/ท่าน รวมถึงการจัดทำการสนทนา
กลุ่มเฉพาะแบบเจาะจง (focus group discussion) ด้วยกลุ่มผู้เชี่ยวชาญ และนักวิชาการ จำนวน 10 รูป/ท่าน
ผลการวิจัย พบว่า
1. สภาพทั่วไปและสภาพปัญหาอุปสรรคของการบริหารจัดการองค์การพระพุทธศาสนาในเขตจังหวัด
ภาคเหนือตอนบน พบว่า 1.1 ด้านการปกครอง มีการใช้หลักการปกครองตามพระราชบัญญัติคณะสงฆ์ 1.2 ด้านการ
ศาสนศึกษา มีการให้การศึกษาทางโลกและทางธรรม 1.3 ด้านการศึกษาสงเคราะห์ อยู่ในรูปแบบของการมอบทุน
การศึกษา แก่พระภิกษุสามเณรที่ขาดแคลนทุนทรัพย์ 1.4 ด้านการเผยแผ่ มีการเผยแผ่แบบทีมงานโดยทำงานเชิงรุก
และใช้สื่อเทคโนโลยีที่ทันสมัย 1.5 ด้านการสาธารณูปการ มีความโดดเด่นทางด้านสถาปัตยกรรมที่ดำรงไว้ ซึ่งรูปแบบ
อันเป็นล้านนา 1.6 ด้านการสาธารณสงเคราะห์ มีการช่วยเหลือสังคมในมิติต่าง ๆ เพื่อการช่วยเหลือเกื้อกูลเพื่อนมนุษย์
2. แนวคิดทฤษฎีที่เหมาะสมสำหรับการพัฒนาองค์การพระพุทธศาสนาในเขตจังหวัดภาคเหนือตอนบน
ด้านการปกครอง พบว่า การทำงานเป็นทีมจะเป็นองค์ประกอบที่สำคัญในการพัฒนาองค์กรทางพระพุทธศาสนา
เพื่อให้คณะสงฆ์ได้ทำงานร่วมกัน เกิดการเห็นใจซึ่งกันและกัน ช่วยกันสร้างสรรค์จุดดีและแก้ไขจุดบกพร่องร่วมกับ

ด้านการศาสนศึกษา พบว่า กระบวนการจัดการองค์การเพื่อให้ผู้ที่เกี่ยวข้องทุกภาคส่วนมีการใช้แนวคิดการมีส่วนร่วม
และการทำงานเป็นทีมที่มีความสำคัญต่อการพัฒนาองค์การ ด้านการเผยแผ่ พบว่า การพัฒนาทรัพยากรมนุษย์
จะเป็นองค์ประกอบที่สำคัญที่สุดในการพัฒนาองค์การทางพระพุทธศาสนา โดยการเปิดโอกาสให้พระเณรได้ฝึก
ปาฐกถา ฝึกเทศน์ ฝึกความกล้าในการแสดงออกตามหลักนักเทศน์ ด้านสาธารณูปการ พบว่า กระบวนการทาง
การวางแผน จะเป็นองค์ประกอบที่สำคัญที่สุดในการพัฒนาองค์การทางพระพุทธศาสนา โดยงานด้านนี้จะต้องสร้าง
หลักปฏิบัติและวิธีในการดำเนินงาน สร้างแนวทางนโยบายร่วมกันในการจัดการ ด้านศึกษาสงเคราะห์ พบว่า
กระบวนการทางการวางแผน จะเป็นองค์ประกอบที่สำคัญที่สุดในการพัฒนาองค์การทางพระพุทธศาสนา
โดยงานด้านนี้จะต้องสร้างหลักปฏิบัติและวิธีในการดำเนินงาน สร้างแนวทางนโยบายร่วมกันในการจัดการ และด้าน
สาธารณสงเคราะห์ พบว่า การสร้างแรงจูงใจ จะเป็นองค์ประกอบที่สำคัญที่สุดในการพัฒนาองค์การทางพระพุทธศาสนา พระสงฆ์เจ้าอาวาสควรอนุเคราะห์ให้ที่อยู่อาศัยแก่เด็กหรือสามเณรที่เข้ามาอาศัยอยู่วัดพร้อมหมั่นอบรมฝึกฝน

The objectives of this study were 1) to study generality and problem obstacle state of the buddhist
organization development in the upper northern province. 2) to analyze the theory and Buddhist moral code
pillar that are appropriate for the buddhist organization development in the upper northern province.
The research used the qualitative research method by documentary research about Sangha administration
6 sides as following sangha administration, Ecclesiastical education, Education support, Buddhist
propagation, Buddhist constructions and Reparations, Public welfare and Buddhist way for buddhist
organization development. The researcher collected qualitative data using in-depth interviews key informants
18 persons and focus group discussion with 10 executives.
The research findings were as follows:
1. Generality and problem obstacle state of the Buddhist Organization Development in the Upper

dimensions to aid fellow human beings.
2. Concepts, theories suitable for the development of Buddhist organizations in the province in the
North. The ruling found that teamwork is a critical component in the development of Buddhism. To clergy
working together. The mutual sympathy help create a better and debugging together. The study found that
religious organizations management process so that all sectors involved with the use of the concept of
participation and teamwork are critical to the development organization. The missionaries found that human
resource development. It is an important component in the development of religious organizations.
