A Study of the Components and Needs of Educational Institution Administration for Innovation and Sustainability, under the Office of the Vocational Education Commission

Abstract
This research aimed to (1) study the strategic components of innovative school management for sustainability, (2) study the appropriateness of the strategic components of innovative school management for sustainability, and (3) study the current state, desired state, and necessary needs of innovative school management strategies for sustainability under the Office of the Vocational Education Commission. A mixed-methods research approach was used, divided into three parts: Part 1 involved synthesizing the components using content synthesis to collect data from relevant documents, concepts, theories, and research; Part 2 involved verifying and confirming the appropriateness of the strategic components by interviewing five experts using an interview questionnaire and analyzing the data using content analysis, categorization, and descriptive summarization; and Part 3 involved surveying opinions on the current state, desired state, and necessary needs of innovative school management strategies for sustainability using a questionnaire. The population consisted of 2,165 school administrators under the Office of the Vocational Education Commission. A sample of 338 people was obtained through stratified random sampling. Quantitative data was analyzed using statistics including frequency, mean, standard deviation, and prioritization of needs. (PNImodified)
The research results found that (1) the strategic components of the management of innovative vocational schools to enhance sustainability under the Office of the Vocational Education Commission consist of 3 components: Component 1, strategies, including 1) organizational structure and management strategy, 2) organizational culture and learning strategy, 3) human resource development strategy, and 4) leadership and innovation strategy; Component 2, measures, including 1) setting a shared vision, strategies, and goals, 2) building a collaborative network, 3) evaluating and improving results, 4) creating shared values and organizational culture, 5) effective communication, 6) creating a learning organization, 7) continuous personnel development, and 8) having innovative organizational leadership; and Component 3, indicators, including 1) sustainable economic development, 2) sustainable social development, and 3) sustainable environmental development. (2) Regarding the appropriateness of the strategic components, it was found that all 5 experts agreed that the developed strategies for managing innovative vocational schools to enhance sustainability are appropriate, comprehensive, and consistent with the context of vocational schools. It confirms that the three main components, namely the management strategy (4 sub-strategies), the driving measures (8 measures), and the sustainability indicators (3 dimensions), can be used as a concrete strategic framework for school management, along with suggestions to add secondary strategies and clear guidelines in each area to increase the completeness of the strategic framework, and (3) the current state of the innovative school management strategy to enhance sustainability, the average is at a high level (M=3.546, S.D=0.892), while the desired state has the average at the highest level (M=4.857, S.D=0.911), and the need for the innovative school management strategy to enhance sustainability, the component with the highest need is component 3, indicators, with a PNImodified value of 0.381, and the overall need index PNImodified is 0.370
