Development of a Lifelong Learning System through Competency-Based Short Courses for Teacher Education

Abstract
The objectives of this research were to (1) study the guidelines for developing a lifelong learning system for teacher education (2) develop the short courses for lifelong in teacher education. The samples were (1) the 22 instructors in College of Teacher Education whom volunteer from the population of 49 instructors (2) the 10 informants in the focus group discussion comprising of 5 outsider experts from the universities modeling in lifelong learning and short courses development and 5 insider executive representatives from the institutions involving with lifelong learning settings. The research instrument consisted of (1) the focus group discussion form and (2) the test for understanding of writing learning outcomes. The statistics used to analyze the data were percentage, mean, t-test, and content analysis. The research results were found that: (1) The guidelines for developing the lifelong learning system for teacher education were comprised of 1) the setting of lifelong learning model, 2) the components of short course program and the steps for requesting approval, and 3) the structure of online platform for lifelong learning which the evaluation results regarding the appropriateness and implementation of the lifelong learning system for the teacher education program showed an average score at a very good level (x̄ = 4.71) and (2) The result of short courses developing found that 1) the instructors in College of Teacher Education had the understanding of witting outcome-based education for short courses in significantly higher scores than before training (x̄= 5.00) at the .01 level, and 2) there were 2 courses of competency-based education curriculum developed focusing on outcome-based education.
