Development of Performance Appraisal Indicators of the administrators at the Operational Level under the Provincial Administrative Organization

Abstract

The study aimed to develop indicators and criteria for performance appraisal (PA) of administrators at the operational level under the provincial administrative organization (PAO). The research was divided into 4 steps as follow ; 1) synthesis of PA indicators of the administrators at the operational level under PAO by synthesizing the documents, the research papers, and the expert interview, 2) development of indicators and criteria for PA of the administrators at the operational level under PAO by using the Delphi method, 3) experiments of indicators and criteria for PA of the administrators at the operational level under PAO to the director and the head of the department by analyzing the Rater Agreement Index (RAI), and 4) assessment of indicators and criteria for PA of the administrators at the operational level under PAO by using questionnaire on the use of indicators and criteria for PA of the administrators at the operational level under PAO by interviewing the director and the head of the department who were the experimental group in the third step
The findings revealed that the developed PA indicators consisted of 2 competencies which were 5 areas of core competency: namely 1) 10 indicators in Achievement Motivation, 2) 6 indicators in Integrity, 3) 8 indicators in Organizational Awareness, 4) 5 indicators in Service Excellence, 5) 8 indicators in Teamwork.; and 3 areas of functional competency : for instance 1) 6 indicators in Adherence to Laws/Regulations, 2) 4 indicators in Expertise, and 3) 6 indicators in Accuracy and Order. The result of PA indicators experiment revealed that, based on the assessment of 53 indicators by the director and the head of the department as the raters, the RAI indicated consistent among the raters. The assessment result of the use of PA indicators showed that the director and the head of the department opinioned on the use of the indicators of PA in terms of application, feasibility, appropriateness, and accuracy was at a high level.
