The Needs Assessment to Develop Guidance Services of Schools Under Office of The Basic Education Commission in Chiang Mai

Abstract
The objectives of this research were 1) to study the needs of developing guidance services of schools under office of the basic education commission in Chiang Mai, 2) to compare needs of developing guidance services of schools under office of the basic education commission in Chiang Mai, considering affiliation and school size, 3) to prioritize needs of developing guidance services of schools under office of the basic education commission in Chiang Mai, 4) to survey and propose the approaches of developing guidance services of schools under office of the basic education commission in Chiang Mai. The 36 samples consisted of administrators, guidance teachers, advisors, and another 654 students from secondary schools under the office of the basic education commission in Chiang Mai. The samples were selected by stratified random sampling. Research instruments were questionnaires and unstructured interviews. Data were analyzed using frequency, percentage, standard deviation, independent samples T-test, one-way ANOVA, modified priority needs index and content analysis.
The research findings were as follows: 1) The overall mean score in the reality of the needs for developing guidance service of schools under the office of the basic education commission in Chiang Mai was in high score (= 3.50, S.D.=0.71) and expected mean was also high (
= 4.33, S.D.= 0.55) so that both findings showed significant differences at the .05 level in all aspects; 2) The schools in different affiliation and size were also significantly different in a mean score of needs for guidance service at the .05 level, which the schools under the secondary educational service area office had overall mean score and each aspect in higher level (
= 4.42 and S.D.=0.48) than the schools under the primary educational service area office (
= 4.07, S.D.=0.64). In addition, the mean score of the small-size and middle-size schools’ needs for guidance service was more than the large-size schools and the large-size schools’ needs for guidance service were less than extra-large size schools with significant difference at the .05 level; 3) The administrators, guidance teachers, advisors, and students had the most critical needs in the developing guidance services such as placement service (PNIModified = 0.28), counseling service (PNIModified = 0.27), follow – up service (PNIModified = 0.26), individual inventory service (PNIModified = 0.20) and information service (PNIModified = 0.17); 4) The guidelines and approaches to developing guidance services of the schools should be adequate guidance personnel for the number of students in school, the guidance teachers should have educational guidance degree, a box for students to comment on guidance services and the counseling room for all students. Also, the schools should provide a workplace for students as a part-time job and counseling course for teachers. Finally, the most importance should be to raise awareness of systematic collaboration for the administrators, teachers, students, and all personnel in the schools.
