A Model of Risk Management in Learning and Teaching Physical Education and Sports for the Schools under the Secondary Educational Service Area Office 36, Phayao Province

Abstract
The purpose of this research is to create a model of a risk management in learning and teaching physical education and sports for schools under the Secondary Educational Service Area Office 36, Phayao Province. The sample consisted of administrators, teachers, and physical education and sport staffs with selected from a purposive selection from 18 schools each have 15 students, totaling 270 people. The research instruments were questionnaire and focus-group interview. The data were analyzed by using percentage, mean, standard deviation, and content - based analysis. The researchers collected data manually. The procedure of data collection consisted of 3 steps: 1. studying the operating condition of the risk management in physical education and sports, 2. creating and examining the model of the risk management in physical education and sports, and 3. evaluating the model of the risk management in physical education and sports.
The findings showed that 1. the overall operating condition of the risk management in physical education and sports was at a low level, 2. regarding creating and examining the model of the risk management in physical education and sports, there were 4 main elements: 1) the policy of the risk management, 2) the objectives of the risk management, 3) the committee of the risk management, and 4) the process of the risk management which was divided into 6 steps : 1) identifying the risk, 2) evaluating the risk, 3) responding to the risk, 4) risk control activities, 5) information technology and communication of the risk management, and 6) monitoring the risk management. All of these elements were appropriate and accurate at a high level, and 3. the model of the risk management in learning and teaching physical education and sports was useful and feasible at a high level.
