Model Law for Developing the Municipal Official to be Municipal Police

Abstract

The objective of this research was to set up a model law for the development of the Bangkok municipal officer to become the Bangkok Metropolitan Police. Be local police according to the principle of decentralization. The data collection and analysis were qualitative research consisting of documentary research; in-depth interview; participatory design, co- design; and hearing. The research results found that Bangkok is a special form of local government which have problems of crime, traffic and the violation of the provisions and laws within the authority of Bangkok Metropolitan caused damages, insecurity in life and property of Bangkokian, while the National Police which is an organization with direct  authority to prevent and suppress crime must have responsibility for areas throughout the Kingdom, but with the limitation of personals and budgets affecting the  effectiveness of crime prevention and suppression. Causing the problems of crime and illegal acts increase every year. Under the concept of the principle of decentralization with a democratic regime of government to maintain the peace and order of Bangkok, therefore, the development of the municipal officer under the Bangkok Metropolitan Administration to be the municipal police which will alleviate the burden of the Royal Thai Police. The Royal Decree is a Model Law of the research which will support the establishment of the Municipal Police consists of 5 Chapters 28 Sections. Chapter 1 General provisions, Chapter 2Structure of Bangkok Metropolitan Police Organization, Chapter 3Bangkok Metropolitan Police Commission, Section 4 Bangkok Metropolitan Police, Chapter 5 Privileges and transitional. The research recommends that this drafted Royal Decree present to the Cabinet by virtue of the State Administration Act 1991, Section 8 bis, for enactment as an applicable law.
