THE GUIDELINES FOR SUB-DISTRICT QUALITY SCHOOLS ADMINISTRATION TOWARD EXCELLENCE UNDER LOEI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract
The purposes of this research were 1) to study the current state desired states and need assessment of guidelines for sub-district quality schools administration toward excellence under loei primary educational service area office 1. 2) guideline development sub-district quality schools administration toward excellence under loei primary educational service area office 1 and 3) to assessment guidelines for sub-district quality schools administration toward excellence under loei primary educational service area office 1. The research was separated into 3 phases. Phase 1 was to study the current condition desirable conditions and need assessment. The population was 552 school administrators and teachers. The sample groups were 226 school administrators and teachers by using Krejcie & Morgan’s table. The research was a questionnaire with a 5-level rating scale. Phase 2 guideline development
sub-district quality schools administration toward excellence were 2 stages, stage 1 was the studying of
multi-case study using semi-structured interview method with 3 school administrators by using purposive sampling and stage 2 was the focus group discussion between 9 stakeholders of sub-district quality schools administration to check draft guidelines. Phase 3 guidelines assessment by connoisseurship from 5 experts for assessment useful feasible and propriety..The statistics for data analysis were by frequency, percentage, mean and standard deviation. The results were as follows.
- The level of the current state, overall was at a high level. The level of the desired states
overall was at the highest level and need assessment the first ordering was the strategy. - There were 7 main components, 21 sub-elements of guidelines for sub-district quality schools administration toward excellence under loei primary educational service area office 1.
- Need assessment result of guidelines for sub-district quality schools administration toward excellence under loei primary educational service area office 1 by connoisseurship from 5 experts the overall was at a highest level.
