Abstract

      This article aims to study the factors for the creation of the urban comprehensive plans of Paris and Berlin in the nineteenth century and the factors for the successful implementation of the two plans. The research methodology includes the documentary research and the descriptive analysis. The research reveals that first, the factors for the creation of the two plans were the necessities of urban development for socio-economic growth, and the policy demand for the nationalism promotion. Second, the factors for the successful implementation of the two plans were the plans designed with authority concerns, and the innovations of public-private partnerships.
