Problems in Unpaid Hospital Bill of Myanmar and Lao Patients in a Northern Thai Border Hospital

Abstract

This research has three objectives: (1) To study the problem situation of unpaid hospital bills from Burmese[1] and Laos[2] patients at Chiang Rai Prachanukroh Hospital (2) To study the cause of Burmese and Laos patients’ unpaid hospital bills (3) To study Chiang Rai Prachanukroh Hospital management due to unpaid hospital bill of Burmese and Laos patients. The methodology employed a mixed method of a qualitative research and a quantitative research. Data were collected from hospital electronic database, interviewing and observation. The structured questionnaires were used to interview 261 Burmese and Laos patients who denied paying hospital. The in-depth interview and open-end questionnaire was used for 9 hospital staff including the administrator, doctors, nurses hospital social workers and financial officer. The results reveal the hospital burden from annually increasing numbers of patient and service consumption of unpaid Burmese and Laos patients.  Most of unpaid patients have various visits for medical treatment. They are job holders with ability to pay for the fees, at least partial payment. The hospital administrators put efforts to solve problems by preventing unpaid hospital bill. The hospital will not deny medical treatment for unpaid patients due to human rights principle.
