Local Ordinace Prototype for Local Consumer Protection

Abstract

The research objective is to set up a local model ordinance on consumer protection to be a local regulation provided local government powers and duties in protecting local consumer and to be guideline for the compliance of business sectors. Research methodology is qualitative research for the collection and analysis data consisting of Documentary research; In- depth interview; Participatory Design, Co- Design; and Hearing.

The research found out that consumer protection by local government comes from the law on decentralization and law on the establishing the local government which are the base of authority to enact local ordinance on consumer protection. The essence of the ordinance including scope of powers and duties of local government; operation agency; process of consumer protection; model of dispute resolution and litigation.

The research recommends to enact local ordinance according to the law model from the research, and disseminate the law to other local government in order to be a guideline for the enactment of local ordinance to protect local consumer
