บทคัดย่อ
การวิจัยนี้มีความมุ่งหมายเพื่อพัฒนาทฤษฎีโปรแกรมสำหรับประเมินนโยบายการจัดการศึกษา เพื่อสร้างเสริมคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อมในสถานศึกษาสังกัดสำนักงานคณะกรรมการการศึกษา ขั้นพื้นฐาน โดยมีการพัฒนา 3 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 ร่างกรอบทฤษฎีโปรแกรมเบื้องต้นจากการศึกษาเอกสารและงานวิจัยที่เกี่ยวข้องด้วยการสังเคราะห์เอกสาร ขั้นตอนที่ 2 ปรับกรอบทฤษฎีโปรแกรมจากการเก็บรวบรวมข้อมูลความคิดเห็นและข้อเสนอแนะของผู้ใช้ผลประเมินหลักด้วยการสังเคราะห์ข้อมูลจากแบบสัมภาษณ์แบบกึ่งโครงสร้าง และขั้นตอนที่ 3 ตรวจสอบความเป็นไปได้ของทฤษฎีโปรแกรมจากการเก็บรวบรวมข้อมูลผลการปฏิบัติงานจริงในโรงเรียนกรณีศึกษาด้วยการวิเคราะห์ข้อมูลเพื่อเปรียบเทียบผลการดำเนินการของสถานศึกษาจากแบบบันทึกข้อมูลการดำเนินการ ผลการวิจัยพบว่า ทฤษฎีโปรแกรมสำหรับประเมินนโยบายการจัดการศึกษาเพื่อสร้างเสริมคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อม ประกอบด้วย 9 องค์ประกอบ 25 ตัวชี้วัด ได้แก่ ส่วนที่ 1 การประเมินการนำนโยบายไปปฏิบัติ ประกอบด้วย ตัวแทรกแซง 3 องค์ประกอบ ได้แก่ การสื่อสารนโยบาย การกำกับติดตามนโยบาย และการสนับสนุนทรัพยากร ตัวกระทำ 3 องค์ประกอบ ได้แก่ ความเข้าใจนโยบาย เจตคติและการยอมรับนโยบาย และการกำหนดนโยบายในสถานศึกษา และผลลัพธ์ 1 องค์ประกอบ ได้แก่ การจัดการเรียนรู้ตามนโยบาย และส่วนที่ 2 การประเมินผลลัพธ์ของนโยบาย ประกอบด้วย ผลลัพธ์ 2 องค์ประกอบ ได้แก่ การเปลี่ยนแปลงสภาพแวดล้อมจากการเรียนรู้ และ การรู้สิ่งแวดล้อมของผู้เรียน
