การพัฒนารูปแบบการจัดการศึกษาท้องถิ่นและตัวบ่งชี้คุณภาพการศึกษาเพื่อความเป็นเลิศ

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) พัฒนารูปแบบการจัดการศึกษาท้องถิ่นและตัวบ่งชี้คุณภาพทาง การศึกษาสู่ความเป็นเลิศ และ (2) ตรวจสอบความสอดคล้องของรูปแบบการจัดการศึกษาท้องถิ่นและตัวบ่งชี้คุณภาพทางการศึกษาสู่ความเป็นเลิศกับข้อมูลเชิงประจักษ์ เก็บรวบรวมข้อมูลโดยวิธีการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 15 คน และตรวจสอบรูปแบบโดยการสนทนากลุ่มโดยใช้ผู้เชี่ยวชาญจำนวน 8 คน นำรูปแบบที่ได้ไปตรวจสอบความเหมาะสมในการนำไปใช้กับข้อมูลเชิงประจักษ์กลุ่มตัวอย่างคือผู้บริหารศูนย์พัฒนาเด็กเล็ก สังกัดกรมส่งเสริมการปกครองท้องถิ่นทั่วประเทศได้มาโดยการสุ่มแบบหลายขั้นตอน จำนวน 640 คน และตรวจสอบความสอดคล้องของตัวบ่งชี้คุณภาพทางการศึกษาสู่ความเป็นเลิศกับข้อมูลเชิงประจักษ์จำนวน 780 คน วิเคราะห์โดยใช้เทคนิคการวิเคราะห์องค์ประกอบเชิงยืนยันด้วยโปรแกรม AMOS ผลการศึกษาพบว่า
1. รูปแบบการจัดการศึกษาท้องถิ่นสู่ความเป็นเลิศ ประกอบด้วย 7 องค์ประกอบ 39 ตัวบ่งชี้ ดังนี้ 1) การนำองค์การ ประกอบด้วย 7 ตัวบ่งชี้ 2) การวางแผนเชิงกลยุทธ์ ประกอบด้วย 5 ตัวบ่งชี้ 3) การมุ่งเน้นผู้เรียนและผู้มีส่วนได้ส่วนเสีย ประกอบด้วย 5 ตัวบ่งชี้ 4) การวัด การวิเคราะห์ และการจัดการความรู้ ประกอบด้วย 7 ตัวบ่งชี้ 5) การมุ่งเน้นครูและบุคลากร ประกอบด้วย 4 ตัวบ่งชี้ 6) การจัดการกระบวนการ ประกอบด้วย 4 ตัวบ่งชี้ 7) ผลลัพธ์ ประกอบด้วย 7 ตัวบ่งชี้
2. ผลการวิเคราะห์องค์ประกอบเชิงยืนยันอันดับสองตัวบ่งชี้การจัดการศึกษาท้องถิ่นสู่ความเป็นเลิศพบว่า โมเดลมีความสอดคล้องกับข้อมูลเชิงประจักษ์อยู่ในเกณฑ์ดี ซึ่งพิจารณาจากค่าไค-สแควร์ (2) มีค่าเท่ากับ 881.99 ที่องศาอิสระ (df) เท่ากับ 519 ค่าความน่าจะเป็น (p.) เท่ากับ 0.00 ค่า GFI เท่ากับ .95 ค่า CFI เท่ากับ .99 และค่า RMSEA เท่ากับ 0.03 แสดงให้เห็นว่าตัวบ่งชี้ทั้ง 39 ตัวเป็นตัวบ่งชี้การจัดการศึกษาท้องถิ่นสู่ความเป็นเลิศ เหมาะสมที่จะนำมาใช้เป็นตัวบ่งชี้คุณภาพการจัดการศึกษาท้องถิ่นสู่ความเป็นเลิศ
