APPLYING THE PRINCIPLES OF MORAL POWER TO PROMOTE EFFICIENCY IN ADMINISTRATION OF LOCAL ADMINISTRATORS IN NONG BUA DAENG DISTRICT, CHAIYAPHUM PROVINCE

Abstract

The objectives of the research were 1) to study the level of applying the principles of moral power to promote efficiency in administration of the local administrators in Nong Bua Daeng District, Chaiyaphum Province, 2) to compare the people’s opinions about applying the principles of moral power to promote efficiency in administration of the local administrators in Nong Bua Daeng District, Chaiyaphum Province, classified by personal factors, 3) to present applying the principles of moral power to promote efficiency in administration of the local administrators in Nong Bua Daeng District, Chaiyaphum Province. The research was the mixed method with the qualitative research collecting the data from 9 key informants by in-depth interviews and the quantitative research collecting the data from 399 samples out of 98,561 people aged 18 years upward living in Nong Bua Daeng District, Chaiyaphum Province. The data were analyzed by frequency, percentage, mean and standard deviation, hypotheses were tested by t-test and F-test and the data were analyzed with descriptive interpretation.

The results found that 1) The level of applying the principles of moral power to promote efficiency in administration of the local administrators in Nong Bua Daeng District, Chaiyaphum Province overall was high ( = 4.04), classified by side from high to low as follows: performance surroundings ( = 4.05), working success
( = 4.05), administration ( = 4.04) and resources in performance ( = 4.04) were at high level respectively. 2) The people with different sex and ages had no different opinions about applying the principles of moral power to promote efficiency in administration of the local administrators in Nong Bua Daeng District, Chaiyaphum Province while those with different educations, occupations and incomes had different opinions about this case with the level of statistical significance: 0.05. 3) The principles of four Iddhipadas or Paths of Accomplishment were as follows: Chanda, the local administrators were content and pleased to do beneficial things to the people and the people received the benefits equally. The administrators made wealthy the people in the community and supported them to perform duties efficiently. Viriya, the local administrators were consistent to perform their duties, tried to solve the people’s living problems in the community and aroused juveniles to be away from drugs, realizing harm of the drugs and eliminating them. Citta, the local administrators constantly ruled honestly and fairly to all people in the community and consistently intended to develop their community. Vimamsa, the local administrators considered their performances to be beneficial and pleasant to the people and developed infrastructures and irrigation in the community.
