The Role of Public Administration Program in Promoting Professionalism among Thai Subdistrict and Village Headmen: A Case Study of the Joint Degree Program Between the Ministry of Interior and Sukhothai Thammathirat Open University

Abstract
The Bachelor of Public Administration Program majoring in Provincial Government Administration is a cooperative project between the Ministry of Interior and Sukhothai Thammathirat Open University. The program aims to promote professionalism of Thai local affairs executive officers, especially subdistrict and village headmen, by designing curriculum with a focus on educating public administration knowledge and developing Thai local affairs executive officers in 5 professional areas: (1) local government functions and authorities, (2) professional standards and principles, (3) result-oriented competencies, (4) local development skills, and (5) local development projects in accordance with the Professional Provincial Governance Officer Standards. This article begins with introducing the program and then highlights some empirical evidence demonstrating the success of the program in developing professional, responsive, and accountable subdistrict and village headmen.
