ความคิดเห็นของประชาชนที่มีต่อคุณลักษณะที่พึงประสงค์ของนักการเมืองท้องถิ่นในเขตองค์การบริหารส่วนตำบลสนามชัย อำเภอสตึก จังหวัดบุรีรัมย์

บทคัดย่อ

การศึกษาครั้งนี้มีจุดมุ่งหมาย เพื่อศึกษาความคิดเห็นของประชาชนที่มีต่อคุณลักษณะที่พึงประสงค์ของนักการเมืองท้องถิ่นในเขตองค์การบริหารส่วนตำบลสนามชัย อำเภอสตึก จังหวัดบุรีรัมย์ ใน 4 ด้าน คือ ด้านความเป็นผู้นำ ด้านการบริหารงาน ด้านคุณธรรมจริยธรรม และด้านบุคลิกภาพและมนุษยสัมพันธ์ กลุ่มตัวอย่างได้จากการสุ่มประชากรโดยกำหนดขนาดของกลุ่มตัวอย่างตามตารางของ ทาโร ยามาเน (Taro Yamane) ที่ระดับความเชื่อมั่น 95.5% และความคลาดเคลื่อน ±5% ได้ขนาดของกลุ่มตัวอย่างจำนวน 370 คน แล้วทำการสุ่มให้กระจายไปตามหมู่บ้านต่างๆ ตามสัดส่วน ด้วยวิธีสุ่มอย่างง่าย (Simple Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมี 3 ลักษณะ คือ แบบตรวจสอบรายการ (Checklist) แบบมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ และแบบปลายเปิด (Open-ended Form) ได้ค่าความเชื่อมั่น (Reliability) เท่ากับ .9030 สถิติพื้นฐานที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า :

1. ความคิดเห็นของประชาชนที่มีต่อคุณลักษณะที่พึงประสงค์ของนักการเมืองท้องถิ่นในเขตองค์การบริหารส่วนตำบลสนามชัย อำเภอสตึก จังหวัดบุรีรัมย์ โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า ทุกด้านอยู่ในระดับมากเช่นกัน โดยเรียงลำดับจากด้านที่มีค่าเฉลี่ยสูงไปหาต่ำ ได้ดังนี้ ด้านคุณธรรมจริยธรรม ด้านบุคลิกภาพและมนุษยสัมพันธ์ ด้านความเป็นผู้นำ และด้านการบริหารงาน ตามลำดับ

2. ความคิดเห็นและข้อเสนอแนะอื่นๆ ที่มีจำนวนมากที่สุดคือ ควรพัฒนาหมู่บ้านให้ทั่วถึงทุกหมู่บ้านและเท่าเทียมกันรองลงมาคือ ควรจัดสรรงบประมาณเพื่อพัฒนาหมู่บ้านภายในตำบลให้มากกว่านี้และนักการเมืองควรร่วมมือกันทำงาน ไม่ควรแบ่งพรรคแบ่งพวกทางการเมือง ตามลำดับ

THE OPINION OF PEOPLE TOWARD THE DESIRED CHARACTERISTICS OF THE LOCAL POLITICIAN IN THE SANAMCHAI SUBDISTRICT ADMINISTRATIVE ORGANIZATION, SATUEK DISTRICT, BURIRAM PROVINCE

The purpose of this study was to investigate the opinions of people toward the desired characteristics of the local politicians in the Sanamchai Subdistrict Administrative Organization, Satuek District, Buriram Province in 4 aspects: leadership, administration, monality and ethics; and personality and human relationship. The samples were 381 people, selected by using the Table of Taro Yamane, with the confidence at 95.5% and error at ±5% and simple random smpling. The instrument was a 3-part questionnaire, including checklist, 5-rating scale, and open-ended form with its reliability value at .9030. The statistics used to analyze the data were percentage, mean and standard deviation. The findings were as follows.

1. The opinions of people toward the desired characteristics of the local politician in the Sanamchai Subdistrict Administrative Organization, Satuek District, Buriram Province both as a whole and each aspect were at high levels. The rankings from the highest to the lowest mean scores were morality, personality and human relation, leadership and administration respectively.

2. The other opinions and suggestions which were highly recommended were that every village should be equally developed. The next recommendation is that more budgets should be sectioned to develop village within the territory of the sub district and the politicians should cooperate with one another and should not be politically divided.
