สมรรถนะเชิงวิชาชีพของผู้ที่เกี่ยวข้องในการจัดการน้ำท้องถิ่นในจังหวัดระยอง: ข้อค้นพบจากการอบรมเชิงปฏิบัติการเกี่ยวกับการพัฒนาข้อมูลและแนวทางการแก้ไขปัญหาด้านน้ำในท้องถิ่น

การวิจัยนี้มีวัตถุประสงค์เพื่อประเมินผลการพัฒนาสมรรถนะด้านการจัดการข้อมูลและแนวทางแก้ไขปัญหาด้านน้ำขององค์กรปกครองส่วนท้องถิ่นและหน่วยงานที่เกี่ยวข้องกับการจัดการน้ำในจังหวัดระยอง โดยการประเมินสมรรถนะด้วยตนเองในการอบรมเชิงปฏิบัติการ จำนวน 4 มิติ ได้แก่ ความรู้และความเข้าใจ ทักษะ เจตคติ และผลลัพธ์การเรียนรู้/ความสามารถในการปฏิบัติ โดยใช้เทคนิคการสำรวจด้วยแบบสอบถามก่อนและหลังการอบรมจากผู้ที่เข้ารับการอบรมครบทั้ง 2 วัน ผลการศึกษาในภาพรวมพบว่า ก่อนการอบรม ผู้เข้าร่วมมีสมรรถนะทุกมิติอยู่ในระดับปานกลางค่อนไปทางต่ำ ในขณะที่ภายหลังการอบรม ระดับสมรรถนะด้านผลลัพธ์การเรียนรู้/ความสามารถในการปฏิบัติสู่ระดับมากอย่างเห็นได้ชัด นอกจากนี้ผลการทดสอบด้วยเทคนิค paired-sample t-test แสดงให้เห็นว่าคะแนนสมรรถนะทุกด้านภายหลังการอบรมเพิ่มขึ้นอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ผลการวิจัยบ่งชี้ว่าการออกแบบกระบวนการเรียนรู้ที่เน้นการลงมือปฏิบัติจริงสามารถยกระดับความรู้ ทักษะ เจตคติ และความสามารถเชิงปฏิบัติของบุคลากรท้องถิ่นได้อย่างเป็นรูปธรรม และมีศักยภาพต่อการนำไปประยุกต์ใช้ในการจัดตั้งศูนย์ข้อมูลน้ำและการบริหารจัดการน้ำในระดับพื้นที่ของจังหวัดระยอง
