Development of Result-based Management of Schools under the UdonThani Local Administration Organization

Abstract

The present study aimed at 1) investigating the current condition and
problems of result-based management of schools under the UdonThani local
administration organization and 2) developing result-based management of schools
under the UdonThani local administration organization. The study was divided
into two phases. In the first phase, data regarding the current condition and
problems of result-based management of schools under the UdonThani local
administration organization were collected by means of a questionnaire from
44 school administrators, 59 division heads, and 103 subject heads, totaling 206
participants. Data were also elicited by means of interviews of two school
administrators, four division heads, and three subject heads of schools under
the UdonThani local administration organization, totaling nine participants. In the
second phase, data regarding development of result-based management of schools
under the UdonThani local administration organization were gathered from a
focus group iscussion with 12 experts so as to examine the result-based management
of schools under the UdonThani local administration organization and to evaluate
feasibility of implementing the result-based management of schools under the UdonThani
local administration organization. A total of 30 school administrators, division heads,
and subject heads participated in the focus group discussion to determine suitability,
feasibility, and benefits of result-based management of schools under the UdonThani
local administration organization.
The study findings are as follows:
1. The findings on the current condition and problems of result-based
management of schools under the UdonThani local administration organization can
be divided into seven aspects as follows: 1) Leadership, 2) Strategic planning,
3) Significance of service users and stakeholders, 4) Knowledge evaluation, analysis,
and management, 5) Emphasis on human resources, 6) Process management,
and 7) Operational outcomes. The overall practice was at a moderate level.
2. Result-based management of schools under the UdonThani local
administration organization consists of the following seven major components:
2.1 Component 1 : Leadership can be further divided into five minor
components and 23 indicators of success of result-based management.
2.2 Component 2 : Strategic planning can be further divided into six
minor components and 22 indicators of success of result-based management.
2.3 Component 3 : Significance of service users and stakeholders can
be further divided into four minor components and 14 indicators of success of resultbased management.
2.4 Component 4 : Knowledge evaluation, analysis, and management
can be further divided into six minor components and 16 indicators of success of
result-based management.
2.5 Component 5 : Emphasis on human resources can be further
divided into six minor components and 15 indicators of success of result-based
management.
2.6 Component 6 : Process management can be further divided into
six minor components and 28 indicators of success of result-based management.
2.7 Component 7 : Operational outcomes can be further divided into
nine minor components and 25 indicators of success of result-based management.
As regards the characteristics of the result-based management of
schools under the UdonThani local administration organization, the experts agreed
that its appropriateness was at a high level.
3. The evaluation of implementation feasibility of result-based management
of schools under the UdonThani local administration organization revealed that school
administrators, division heads, and subject heads of schools under the UdonThani local
administration organization agreed that on the overall implementation feasibility was
at a high level.
