A Construction of a Scale on Desirable Characteristics of Prathomsueksa 3 Students under the Offce of Si Sa Ket Primary Educational Service Area Zone 3

Abstract
Learning measurement and evaluation based on the Basic Education Core Curriculum
2008 prescribe that students at each grade level must pass an evaluation of desirable
characteristics together with evaluations of other aspects. Each educational institution must
determine having evaluations of desirable characteristics. However, at present there have not
yet been instruments with adequate quality. Thus this research aimed to construct a scale on
desirable characteristics of Prathomsueksa (grade) 3 students under the Offce of Si Sa Ket
Primary Education Service Area Zone 3, and to construct norms. The sample used in this
research consisted of 410 Prathomsueksa 3 students from 18 schools under the Offce of
Si Sa Ket Primary Education Service Area Zone 3 in the academic year of 2009, obtained
using the multi-stage random sampling technique. Two types of the instruments used
were a scale on desirable characteristics, constructed to be simulations with 3 choices in
8 aspects, 5 items each, with totally 40 items ; and an observation form on behaviors of
desirable characteristics in 8 aspects, which was a rating scale in 8 aspects, 5 items each,
with a total of 40 items. The instruments were experimented 3 items. The frst and second
experiments were to analyze for discriminating powers ; and the third one was to fnd out
reliabilities, construct validities, and construction of norms in a form of T-norm scores ;
and extension of T-scores using predictive equations. The research fndings were as follows :
1. In the frst and second experiments, discriminating powers (t) of the scale on desirable
characteristics in all of the 8 aspects were statistically signifcant at the 0.5, with the values,
ranging 1.13-5.13 and 1.68-6.04 respectively.
2. In the third experiment, reliabilities, construct validities, and norms were as follows :
2.1 Reliabilities of each all of the 8 aspects were .76, .75, .76, .75, .74, .75, .77
and .78 respectively.
2.2 For construct validities using the known group technique as tested using t-test,
each aspect had a construct validity with the lowest value of 13.78, the highest value of
23.40, and the total value of 52.97. The obtained values were statistically signifcant at the .05
; showing that the scale had quality that met the standard requirements.
2.3 Norm scores of the scale all of the 8 aspects were : Aspect 1 with
T-norms ranging T60-T42, aspect 2 with T-norms ranging T68-T15, aspect 3 with
T-norms ranging T62-T15, aspect 4 with T-norms ranging T64-T24, aspect 5 with
T-norms ranging T64-T28, aspect 6 with T-norms ranging T64-T27, aspect 7 with
T-norms ranging T70-T22, with aspect 8 with T-norms ranging T61-T24.
In conclusion, the developed scale on desirable characteristics of Prathomsueksa 3
students under the Offce of Si Sa Ket Primary Education Service Area Zone 3 could be used
for evaluation and used as a guideline for constructing the instruments for evaluation of
desirable characteristics of students in educational institutions in the future.
