Abstract

The objectives of the research were to study legal measures regarding the benefits of the homeless elderly and to propose guidelines for designing legal measures regarding the benefits of the homeless elderly.  It was a qualitative research.

The study found that in 2036 Thailand will have a proportion of the elderly as high as 30 percent and 1.3 million families where the elderly live alone.  Meanwhile, there are not yet concrete, clear legal measures about this.  This article, therefore, proposes guidelines for designing legal measures regarding the rights of the homeless elderly by requiring registration before reaching the age of 60 years and proposing to issue the  criteria  of a community-based approach to make welfare provision for the homeless elderly clearly and practically.
