Synthesis of Problems and Obstacles Impeding Work Permit Applications for Migrant Workers in the Covid-19 Era from the Database of the Thai Journal Citation Index Center 2019- 2023

Abstract
The objective of this study was to conduct a data synthesis from academic and research articles on problems that have impeded the work permit application process for migrant workers in the era of Covid-19. The study examined articles published in the Thai Journal Citation Index Center database between 2019 and 2023. Two search terms were used: pai anuyat raeng ngan (work permit) and raeng ngan tang dao (migrant workers). Using content analysis, data were categorized according to title, objectives, theoretical concept, research methodology or document analysis methods, and research or analysis findings. Data distribution trends were identified across time, sources used, and themes relevant to the research topic. The findings showed that: 1) A total of 15 academic and research articles relating to migrant workers were published in the period under study. Four were published in 2019, three in 2020, two in 2021, four in 2022, and two in 2023. Of these, four of the academic articles were directly related to problems impeding work permit applications for foreign workers; 2) Problems impeding work permit applications for foreign workers could be divided into four categories. The first involved a lack of data integration across personnel in different departments. The second category related to service recipients’ knowledge and understanding of the system: while entrepreneurs and their workers were found to be knowledgeable of the need to register workers, the high costs and involved process of doing so has led to avoidance, leaving foreign workers unregistered. The third category pertained to communication. Specifically, when applications were filed online, difficulties arose due to the website being limited to Thai language and the numerous paperwork requirements. The final category entailed problems attributed to redundancies and inefficiencies in law enforcement and implementation.
