Critical Success Factors for Implementing the Electronic Administrative Functions Policy in the Department of Lands (Central Office)

Abstract
The purposes of this research were to study attitudes of the Department of Lands (DOL)’s civil servants toward factors contributing to the success of implementing the electronic administrative functions policy in DOL, examine attitude differences in critical success factors for implementing the electronic administrative functions policy based on DOL civil servants’ demographics, and provide recommendations for improving the effectiveness and efficiency of implementing the electronic administrative functions policy in DOL. A questionnaire survey method was utilized to collect data from 340 civil servants working at DOL’s central office. Statistical analyses employed in this research included frequencies, percentages, means, standard deviations, t-test, and One-Way ANOVA. This research found that there was a high level of positive attitude toward the overall mean of the 6 critical success factors related to the implementation of the electronic administrative functions policy in DOL. Focusing on each critical success factor, the clear policy standard and objective was ranked as the highest, followed by the cooperation and response of policy implementor, the characteristics of the organization, the efficiency and effectiveness of policy communication, the quality of personnel, and the policy resources, respectively. The hypothesis testing revealed that there were statistically significant differences in the samples’ attitudes toward the overall critical success factor, especially among those who worked in different divisions. Finally, this research provided some recommendations for DOL, namely reviewing the current work processes, allocating enough budgets and resources to improve or replace work equipment and facilities, training DOL’s civil servants on electronic work practices, and linking DOL’s performance appraisal (PA) with the electronic administrative functions policies and practices.
