The Synthesis of Body of Knowledge on the Decentralization in the Past Two Decades: Suggestions for the Study on Thai Social Context

Abstract

This paper aims 1) to synthesize the body of knowledge on the decentralization through 21 doctoral dissertations and national and foreign research works in the past two decades, 2) to categorize studies, to consider limitations and strengths of each study, and 3) to provide suggestions for the study on the decentralization related to the Thai social context. The findings revealed that the research works related to the decentralization could be categorized into 4 groups: 1) the group of studies based on the institutional approach within local governments, 2) the group of studies based on the relationship structure between governments and local government, 3) the group of studies based on the influence and impact of decentralization, and 4) the group of studies with mixed approaches. The objectives of the studies varied, but the findings were found to be similar to the studies of Group 2 and 3. However, the research follow-up for each group showed different strengths and limitations. Therefore, suggestions for the study on the decentralization related to the Thai social context were based on the additional consideration with the scope of study that emphasized on the terms of the public sector. In addition, a study on different characteristics of people, roles of the public sector, attitudes and beliefs of people could be conducted according to these characteristics and based on local democracy that consistent with decentralization in order to conform to the Thai social context.
