Is it the time?, 'Carbon emission tax' should be implemented in Thailand?

Abstract
Global warming is a problem that affects international level. Thailand will have trend that emission carbon in future. Thailand should impose carbon tax because 1) first car policy causes increasing quantity of car and increase consumption of fossil fuel 2)carbon tax is fair to eco-car users 3) there is a negative externality from cars used over 10 years 4) there is a trend of increasing electrical power use. For these reason, Thailand should impose carbon tax in order to decrease carbon emission in future. Approaches of imposing were 1) imposing from types of fuel 2) imposing from electrical consumption 3) imposing from CO2 emission
