Application of Transfer of Development Rights as a Measure for Bangkok Comprehensive Plan

Abstract

Bangkok Metropolitan Administration has continued to apply the 4th Bangkok comprehensive plan is constantly change about physical, environmental and policies. Bangkok Metropolitan Administration must have knowledge, techniques, and measures to support Bangkok comprehensive plan to reach the objectives. Transfer of Development Rights (TDR) are another measure that should be promoted in practice in various cases, namely the transfer of development rights for Thai cultural conservation area, transfer of development rights for rural and agricultural conservation area, transfer of development rights for environmental preservation areas and transfer of development rights within the same land use area to the designated area. This article examines the current state of the transfer of development rights in abroad and Thailand. And the land use are relate the transfer of development rights to urban planning.
It leads to recommendations on how to apply the transfer of development rights to use as a measure for Bangkok Comprehensive Plan. The researcher studied the theory,
the related research and in-depth interviews with government officials in the in the City Planning Department. Bangkok Metropolitan Administration. The results of this study were : The transfer of development rights is intended to preserve buildings or historical site and archaeological, for rural and agricultural conservation area, Including preserving the natural environment. And the area has the high potential of development. It should define “Sending Area” and ”Receiving Area” for land use according to Bangkok Comprehensive Plan.
