การครองอำนาจนำและการตอบโต้ต่อการครองอำนาจนำในองค์การแรงงานระหว่างประเทศ

บทคัดย่อ
การครองอำนาจนำในองค์การแรงงานระหว่างประเทศเกิดขึ้นได้อย่างไร กล่าวคือการก่อตั้งองค์การแรงงานระหว่างประเทศในปี ค.ศ.1919 โดยสหรัฐอเมริกาและประเทศในภาคพื้นยุโรปตะวันตกเพื่อใช้เป็นกลไกทางการเมืองและกีดกันระบอบที่ไม่เป็นประชาธิปไตย การครองอำนาจนำมีองค์ประกอบสี่ประการ ได้แก่ โครงสร้างไตรภาคี มาตรฐานแรงงานระหว่างประเทศ ผู้บริหารระดับสูง และงบประมาณ บทความนี้จึงอธิบายความสำคัญสองประการดังนี้ ประการแรก คือ ความสัมพันธ์ระหว่างผู้ครองอำนาจนำกับผู้อยู่ภายใต้การครองอำนาจนำ และประการที่สอง คือ การตอบโต้ต่อการครองอำนาจนำของแรงงานชายขอบในยุคของโลกาภิวัตน์และท้าทายต่อระบบทุนนิยมโลกในศตวรรษ 21 โดยมีเป้าหมายเพื่อสะท้อนให้เห็นถึงองค์การแรงงานระหว่างประเทศตกอยู่ภายใต้การครองอำนาจนำในระเบียบโลก แต่ก็ยังมีการตอบโต้ต่อการครองอำนาจนำที่เกิดขึ้นภายในองค์การแรงงานระหว่างประเทศ เห็นได้จากวาระงานที่มีคุณค่าส่งเสริมสิทธิการทำงานให้แก่แรงงานชายขอบ แต่อีกแง่หนึ่งก็สนับสนุนลัทธิเสรีนิยมใหม่และผลิตซ้ำการครองอำนาจนำในระบบทุนนิยมโลก
