การประยุกต์เทคนิคการสอนแบบประเทศฟินแลนด์กับนักศึกษาระดับปริญญาตรี: ความท้าทายต่อบริบทการจัดการศึกษาอุดมศึกษาไทย

บทคัดย่อ

บทความวิชาการนี้มีวัตถุประสงค์สามประการ ได้แก่ การทบทวนและสังเคราะห์หลักการสำคัญของระบบการศึกษาฟินแลนด์ การวิเคราะห์ความเป็นไปได้ในการประยุกต์ใช้ในบริบทอุดมศึกษาไทย และการนำเสนอข้อเสนอแนะเชิงปฏิบัติสำหรับอาจารย์ผู้สอน สถาบันการศึกษา และผู้กำหนดนโยบาย โดยใช้การทบทวนวรรณกรรมเชิงบรรยาย (Narrative Review) จากแหล่งวรรณกรรมทั้งภาษาไทยและภาษาอังกฤษ


ระบบการศึกษาฟินแลนด์ได้รับการยอมรับในระดับนานาชาติ โดยเฉพาะจากผลการประเมิน PISA ในช่วงทศวรรษ 2000–2010 ผลการทบทวนวรรณกรรมพบหลักการสำคัญห้าประการที่มีพื้นฐานทางทฤษฎีและหลักฐานเชิงประจักษ์รองรับ ได้แก่ (1) การประเมินผลที่เน้น Formative Assessment และการประเมินตามสภาพจริง (2) วัฒนธรรมความไว้วางใจและอิสรภาพของครูผู้สอน (3) การเรียนรู้แบบสืบสอบ (Inquiry-Based Learning) (4) การเรียนรู้แบบร่วมมือ (Collaborative Learning) และ (5) การบูรณาการข้ามรายวิชาผ่านแนวคิด Phenomenon-Based Learning


อย่างไรก็ตาม การประยุกต์ใช้หลักการดังกล่าวต้องเผชิญกับความท้าทายสองประการ ได้แก่ อุปสรรคเชิงวัฒนธรรมที่เกี่ยวข้องกับค่าดัชนีระยะห่างทางอำนาจ (Power Distance Index) ที่สูงในสังคมไทย และอุปสรรคเชิงโครงสร้างด้านระบบการประเมินผลและข้อจำกัดด้านทรัพยากร การถ่ายโอนแนวปฏิบัติโดยตรงโดยไม่ปรับบริบทจึงอาจไม่ได้ผลในทางปฏิบัติ บทความนี้จึงนำเสนอข้อเสนอแนะสามระดับ ได้แก่ ระดับห้องเรียน ระดับสถาบัน และระดับนโยบาย โดยเน้นการเปลี่ยนแปลงที่ค่อยเป็นค่อยไปและสอดคล้องกับกรอบนโยบายที่มีอยู่ เช่น กรอบมาตรฐานคุณวุฒิระดับอุดมศึกษาแห่งชาติ (TQF) และเกณฑ์ AUN-QA
