AN EVALUATION OF THE EFFECTIVENESS OF THAILAND'S FOREST POLICY

The national reform plan for natural resources and the environment provides a direction for state agencies to implement and drive forest management policies with unity and balance in economic, social, and environmental aspects. This study aims to evaluate the effectiveness of Thailand's community forest policy under the national reform plan for natural resources and the environment, overseen by the Ministry of Natural Resources and Environment, and to propose appropriate forest resource management strategies that suit the context of Thailand. The research employs both qualitative and quantitative methods, including semi-structured interviews and effectiveness evaluation criteria. Key informants and evaluators from the public sector, private sector, and the general public, totaling 30 individuals, were involved. The study utilized the CIPPI Model, which includes Context, Input, Process, Product, and Impact.
The study results indicate that the overall effectiveness of Thailand's forest policy is at a high level, with an evaluation score of 4.43 out of 5. The study also proposes a holistic approach to driving policy implementation suitable for Thailand's context by addressing the weaknesses of fragmented policies. Additionally, policy-level recommendations for resolving overlapping forest land issues and operational recommendations for improving policy inputs were made. It emphasizes proactive awareness-raising about the conservation of natural resources and the environment among all sectors.
