แนวทางการจัดการน้ำเสียจากบ้านเรือนริมคลองเจ๊ะเหมโดยการมีส่วนร่วมของชุมชนท้องถิ่นแว้ง จังหวัดนราธิวาส

การวิจัยเชิงปฏิบัติการครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาแนวทางการจัดการน้ำเสียจากบ้านเรือนริมคลองเจ๊ะเหมด้วยกลไกชุมชนท้องถิ่นจัดการตัวเอง แบ่งการวิจัยเป็น 4 ขั้นตอนใน 2 ระยะ คือ 1) พัฒนาและขับเคลื่อนกระบวนการจัดการน้ำเสียจากบ้านเรือนริมคลอง ด้วยขั้นตอนการวางแผน การลงมือปฏิบัติ และการสังเกตผล 2) ขยายผลเครือข่าย ด้วยขั้นตอนการสะท้อนผล ใช้การวิเคราะห์เชิงเนื้อหาเพื่อถอดบทเรียน สรุปผลและตีความจากเวทีประชุมกลุ่มเป้าหมายที่คัดเลือกแบบเจาะจง ผลการศึกษาพบว่า แนวทางการจัดการน้ำเสียจากบ้านเรือนริมคลองเจ๊ะเหมโดยการมีส่วนร่วมของชุมชนท้องถิ่นแว้ง แบ่งเป็น 3 ระดับ คือ 1) ระดับครัวเรือน ด้วยการจัดการน้ำเสีย ณ แหล่งกำเนิดโดยการปรับปรุงส้วมให้ถูกสุขลักษณะ ทำปุ๋ยหมักจากเศษอาหารในครัว และทำแปลงใบเตยหลังบ้านเป็นบ่อผ่านน้ำเสีย 2) ระดับชุมชน ด้วยการกำหนดมาตรการและนโยบายสาธารณะ 4 ข้อ คือ (1) สนับสนุนและส่งเสริมให้มีการจัดการน้ำเสียครัวเรือนและขยะต้นทางบ้านริมคลอง (2) ออกข้อบัญญัติ/ฮูกุมปากัสกำหนดให้คลองเจ๊ะเหมเป็นพื้นที่อนุรักษ์และแหล่งอาหารชุมชน (3) จัดตั้งคณะกรรมการคลองเจ๊ะเหมและบรรจุวาระติดตามในการประชุมตำบล (4) บรรจุแผนอนุรักษ์และฟื้นฟูคลองเจ๊ะเหมไว้ในแผนพัฒนาท้องถิ่น และ 3) ระดับเครือข่าย ด้วยการสร้างเครือข่ายลุ่มน้ำโกลก เพื่อกำหนดมาตรการร่วมในระดับลุ่มน้ำต่อไป
