ทฤษฎีฐานรากภาวะผู้นำที่มีธรรมาภิบาล: กรณีศึกษาผู้นำองค์การบริหาร ส่วนตำบลพิชัย อำเภอเมือง จังหวัดลำปาง

บทคัดย่อ
การวิจัยนี้ มีวัตถุประสงค์เพื่อเปรียบเทียบความเหมือนและความแตกต่างระหว่างภาวะผู้นำที่มีธรรมาภิบาลตามแนวคิดขององค์การสหประชาชาติกับปรากฏการณ์ในองค์การบริหารส่วนตำบลพิชัย และสร้างข้อสรุปเชิงทฤษฎีฐานรากภาวะผู้นำที่มีธรรมาภิบาล ใช้ระเบียบวิธีวิจัยทฤษฎีฐานราก กลุ่มเป้าหมาย จำนวน 41 คน ประกอบด้วย ผู้ให้ข้อมูลหลัก จำนวน 16 คน และผู้ให้ข้อมูลรอง จำนวน 25 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์เชิงลึก มีการตรวจสอบและวิเคราะห์ข้อมูลแบบสามเส้า และสร้างข้อสรุปเชิงทฤษฎีในลักษณะแบบแผน ผลการวิจัยพบว่า ภาวะผู้นำที่มีธรรมาภิบาลตามปรากฏการณ์ มีจำนวนมากกว่าตามแนวคิดของสหประชาชาติ จำนวน 3 ด้าน และข้อสรุปเชิงทฤษฎีภาวะผู้นำที่มีธรรมาภิบาล ประกอบด้วย 12 คุณลักษณะที่สำคัญ คือ 1) คุณธรรมจริยธรรม 2) เปิดเผย โปร่งใสและตรวจสอบได้ 3) วิสัยทัศน์เชิงกลยุทธ์ 4) ความรับผิดชอบ 5) การตอบสนอง 6) นิติธรรม 7) ความเสมอภาค 8) การกระจายอำนาจ 9) การมีส่วนร่วม 10) มุ่งเน้นฉันทามติ 11) ประสิทธิภาพ และ 12) ประสิทธิผล
