Abstract
Economic environment has been severely fluctuating, therefore public and private organizations try to change the tactics of human resources for sustainability. This leads to intelligent competition in the era of globalization. The higher education institutes need to develop skills in human resources to be capable which meet the needs of the institution and the nation. This article aims at reviewing the development of academic human resources in public administration, strategic planning, strategic implementation, competency development, and human resource development based on good governance.
