Thailand’s E-Government: Changing Definition and Development

Abstract
Since the 1990s, many countries have adopted E-Government, E-Governance, and Digital Government to the public management. This article aimed to apprehend the definitions of these terms. Furthermore, it aimed to find out how far the Thai government has developed E-Government and compare the level of E-Government development of Thailand with that of the world society, specifically with ASEAN countries through methods of review the literature and related research. The findings revealed that E-Government, E-Governance, and Digital Government were the methods whereby the governments used ICTs to increase the efficiency of management and effective delivery of public services. Yet, all three of these terms were differed in methods, scope, and focus. In the late 1990s, E-Government reform began in Thailand and evolved into a Digital Government at present. According to the UN survey in 2018, Thailand's E-Government development level was ranked 73rd in the world and 4th in ASEAN. An implication for the strategy conducive to the successful development of the Digital Government is to speed up the development of infrastructure in the aspects of telecommunication, online services, as well as human capital development.
