Abstract

           This article aims at reviewing relations between leadership skills and the development of academic human resources in Public Administration based on good governance principles of Thai universities’ directors. The reviews also cover theories of leadership: trait theories of leadership, behavioral theories of leadership, situational theories of leadership, servant theories of leadership and holistic theories of leadership as well as theories of human resources development such as personnel development, career development, performance management, organizational development. This also includes adapting good governance principles with human resources development so that staff can have a great working experience because they are treated equally under the same rules and regulations.
