Model and Guideline for Management of Civic Council Based on Democratic Community : A Case Study of Khuanroo Civic Council

Abstract

This research aimed to study model and guideline for management of civic council in terms of area based on Khuanroo council, Rattaphum district, Songkhla province and study synergistic effect to successful of Khuanroo civic council and apply community democratic to development potentiality of Khuanroo civic council. The research was mixed-methodology consists of qualitative research bases on documents, in-depth interview key informants for sample consisted 27 members of local government, members of community organization councils and sub-district and village headman and the qualitative data were analyzed by content analysis technique. The quantitative research were collected by questionnaire for sample consisted 375 of peoples in area base of case study. The data were analyzed by using statistical techniques such as mean and standard deviation. Also, collecting quantitative data has been applied for supplement the qualitative analysis.

The result found that the management of civic council in terms of area based on Khuanroo has operated by self-organization on 8 system and 30 learning center of Khuanroo civic council network that relation with political solidarity and driven of Khuanroo civic council network that relations with local political solidarity. The driven of Khuanroo civic council development has been accepted by people in the area that reflected from opinions of people who perceive political context in Khuanroo civic council, Rattaphum district, Songkhla province the overall was high level (4.23). In addition, the opinions of importance and necessary for management of civic council in terms of area base on Khuanroo civic council also was high level (4.06). Therefore, the development of potentially of Khuanroo civic council conform to self-government democratic concept cause by cultivation for learning and being democratic citizenship from foundation level strongly. Besides, there was a mechanism to improve management efficiency of local government, provincial government and community organization councils to improve being citizenship with democracy ideology.
