งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1. แนวคิดและบทบาทด้านนโยบายต่างประเทศของรัฐมหาอำนาจระดับกลางในเวทีการเมืองระหว่างประเทศ 2. บทบาทของออสเตรเลียในฐานะที่เป็นมหาอำนาจระดับกลางในด้านการให้ความช่วยเหลือระหว่างประเทศที่มีต่อรัฐพันธมิตรในภูมิภาคแปซิฟิกตอนใต้และเอเชียตะวันออกเฉียงใต้ระหว่าง ค.ศ. 1991 - 2018 งานวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพในการศึกษาอาศัยแหล่งข้อมูลจาก คำแถลงนโยบาย รายงานงบประมาณประจำปี เอกสารของสำนักงานภาครัฐที่เกี่ยวข้อง บทความวิจัย วีดีโอสัมภาษณ์ที่ผู้ให้ข้อมูลหลักได้ให้คำสัมภาษณ์กับสำนักข่าวการต่างประเทศ และงานประชุมวิชาการ ข้อมูลต่าง ๆ จะถูกนำมาวิเคราะห์โดยใช้เทคนิคการวิเคราะห์เนื้อหา (Content Analysis) ไล่เรียงลำดับเหตุการณ์แต่ละช่วงเวลา (Chronological Order) ผลการศึกษาพบว่า ออสเตรเลียรักษาความเป็นมหาอำนาจระดับกลางได้อย่างประสบความสำเร็จและชัดเจนระหว่างปี ค.ศ. 1991 - 2018 โดยปัจจัยภายในและภายนอกมีอิทธิพลต่อการรักษาสถานะดังกล่าว ภายใต้ห้าเป้าหมายของการให้ความช่วยเหลือระหว่างประเทศ ออสเตรเลียตระหนักถึงการสร้างพันธมิตรและความสัมพันธ์ที่มั่นคงในภูมิภาคแปซิฟิกตอนใต้และภูมิภาคเอเชียตะวันออกเฉียงใต้ ซึ่งสิ่งนี้นำไปสู่การรักษาบทบาทความเป็นผู้นำในภูมิภาคได้
