รัฐบาลอิเล็กทรอนิกส์ไทย : ความหมายที่เปลี่ยนแปลงและพัฒนาการ

นับตั้งแต่ทศวรรษที่ 1990 รัฐบาลหลายประเทศได้นำรัฐบาลอิเล็กทรอนิกส์ การกำกับดูแลทางอิเล็กทรอนิกส์ และรัฐบาลดิจิทัลมาใช้กับการบริหารงานภาครัฐ บทความนี้มุ่งทำความเข้าใจนิยามของคำเรียกดังกล่าว นอกจากนั้นยังมุ่งศึกษาว่ารัฐบาลไทยมีการพัฒนารัฐบาลอิเล็กทรอนิกส์อย่างไร รวมถึงเปรียบเทียบระดับการพัฒนารัฐบาลอิเล็กทรอนิกส์ของประเทศไทยกับสังคมโลก โดยเฉพาะกับประเทศประชาคมอาเซียน ด้วยวิธีการทบทวนวรรณกรรมและงานวิจัยที่เกี่ยวข้อง ผลการศึกษาพบว่า คำว่ารัฐบาลอิเล็กทรอนิกส์ การกำกับดูแลทางอิเล็กทรอนิกส์ และรัฐบาลดิจิทัล เป็นวิธีการที่รัฐบาลนำระบบเทคโนโลยีสารสนเทศและการสื่อสารมาใช้เพิ่มประสิทธิภาพการบริหารจัดการและการบริการสาธารณะ แต่ทั้ง 3 คำนี้มีความแตกต่างกันในวิธีการ ขอบเขต และจุดมุ่งเน้น ทั้งนี้ ในช่วงปลายทศวรรษที่ 1990 ประเทศไทยเริ่มมีการปฏิรูปรัฐบาลอิเล็กทรอนิกส์และพัฒนามาเป็นรัฐบาลดิจิทัลในปัจจุบัน โดยผลการสำรวจของสหประชาชาติปี พ.ศ.2561 ประเทศไทยมีระดับการพัฒนารัฐบาลอิเล็กทรอนิกส์อยู่อันดับที่ 73 ของโลกและอันดับที่ 4 ของอาเซียน ข้อเสนอแนะเชิงกลยุทธ์สำคัญที่จะทำให้การพัฒนารัฐบาลดิจิทัลประสบความสำเร็จก็คือต้องเร่งรัดพัฒนาโครงสร้างพื้นฐานด้านโทรคมนาคม การให้บริการออนไลน์ และการพัฒนาทุนมนุษย์
