Factors Affecting Performance Efficiency of the Permanent Secretary’s office for Ministry of Industry

The purposes of this research were to study 1) the level of performance efficiency of the permanent secretary’s office 2) study the factors affecting performance efficiency of the permanent secretary’s office and 3) study the problems and obstacles, give the recommendations on developing guidelines for the performance of the permanent secretary’s office. Research were quantitative research and qualitative research. Populations were 1,322 persons, samples were 308 persons (Taro Yamane). The research tools were 1) the questionnaire and 2) the interview. Finding quality by Cronbach’s Alpha, the confidence 0.88.Data collection from samples were the officials and the government employees of the Permanent Secretary’s office for Ministry of Industry. And five interview answerers were the executives or the heads of group. Statistics used for analysis were percentage, mean, standard deviation, and stepwise multiple regression analysis, and content analysis from the interview. The research findings indicated that 1) performance efficiency was found that all aspects were at highest level. When considering each aspect, it was found that quality, time and achievement were at highest level, and quantity was at high level. 2) The factors affecting performance efficiency were climate and environment, and commitment, significantly at 0.05. 3) The problems and obstacles, recommendations on developing guidelines for the performance were found that, the problems and obstacles were policy and vision, culture and participation and ability lack of staffs, which solution guidelines were the organization should inform policy and vision were clear, using good governance, supports in teamwork, encourage the staffs to develop their skills, with training and seminars. In order that recommendations on developing guidelines for the performance were encourage in staff development, stability and advancement, commitment, using technology in the operation, which affecting increase in performance efficiency.
