The productivity and development of educational administrator in the twenty first century seems to be the critical factors, effecting to the educational quality, that relating to the excellence of the students with the competitiveness and the ability to face with the other countries in both ASEAN community and the world citizen. The important roles of the university or the institutions to produce the educational administrators should aware of the changing in economic, society, and technology that are in the rapid changes, need to be adjusted and reformed the developmental process by emphasizing on the curriculum development, learning process, learner experience management which composed of the process of learning by practicing, the process of experience based management, the creative and innovative process, the leadership development, the supporting on merit and ethics for the administrators, and the professional development. These paradigm development innovations could be enhanced for the new educational administrators to be qualified as the rapid changes and creative of the leaders to the educational quality.
