Abstract

            The purposes of this research were 1) To study the issues an effective model of supervision to develop the desired characteristics of lower secondary school students under Chumphon Educational Service Area Office 1 2) To construct an effective model of supervision to develop the desired characteristics of lower secondary school students under Chumphon Educational Service Area Office 1 3) To experiment an effective model of supervision to develop the desired characteristics of lower secondary school students under Chumphon Educational Service Area Office 1 4) To evaluate  an effective model of supervision to develop the desired characteristics of lower secondary school students under Chumphon Educational Service Area Office 1

            The research methods of this research had 4 steps; step 1. The study the issues an effective model of supervision consist of 2 parts  1) The contents synthesis issues an effective of supervision from the document, idea, theory and research to get the elements and lists 2) The study an effective of supervision by interview 5 experts. Step 2.To construct an effective of supervision by 13 experts. Step 3.The experiment an effective of supervision in 43 schools consist of 2 parts 1) Evaluation of the operating from 8 supervisors and 43 teachers, total 51 people 2)Develop the desired characteristics of lower secondary school students under  Chumphon  Educational Service Area Office 1 with connoisseurship  by 9 experts. Step 4.The evaluation an effective model consist of  3  parts 1) The evaluation an effective model of supervision by using the results of the desired characteristics of lower secondary school students follow Office of the Basic Education Commission, Education Ministry, evaluated 8 elements  18 indicators in 43 experimental schools.2)Evaluation of the operating student activities to develop the desired characteristics of lower secondary school students follow Office of the Basic Education Commission, Education Ministry, in 43 experimental schools.  3)The satisfaction an effective model  by the stakeholders of 43 experimental schools; 43 school administrators, 43 teachers and 8 supervisors, total 94 people.

The findings of this research were as follows;

  1. The issues an effective model of supervision was 5 core elements. 1)The planning supervision 2)The creating a supervisory environment 3) The Adoption into Supervision 4)The Evaluation of supervision and 5)The Reflection and improvement of supervision with 12 small elements and 43 items.
  2. The construct an effective model of supervision was 5 core elements. 1)The planning supervision 2) The creating a supervisory environment 3) The Adoption into Supervision 4)The Evaluation of supervision and 5) The Reflection and improvement of supervision with 12 small elements and 43 items.
  3. The experiment an effective of supervision in the 43 experimental schools.

            3.1 Evaluation of the operating from 8 supervisors and 43 teachers in the highest level in every core elements.

           3.2 Develop the desired characteristics of lower secondary school students under Chumphon Educational Service Area Office 1 with connoisseurship by 9 experts defect found 9 items was core item 1) The planning supervision 3 items 2) The creating a supervisory environment 3 items 3) The Adoption into Supervision 2 items 5)The Reflection and improvement of supervision1items and 4) The Evaluation of supervision no improvement.

  1. Evaluate an effective model of supervision was

           4.1 The evaluation results using the model of 43 experiment schools Comparison between 2016 and 2017 Classified by schools Improve the desirable characteristics 38 schools about 88.37%  Higher than the expectation.

          4.2 The evaluation of the operating student activities to develop the desired characteristics of lower secondary school students follow Office of the Basic Education Commission under Chumphon Educational Service Area Office 1 in the highest level.

        4.3 The satisfaction an effective model of supervision by 43 school administrators, 43 teachers and 8 supervisors in the highest level in every element.
