APPROACH TO RISK MANAGEMENT IN SCHOOLS UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE 1

The purposes of this research were to determine 1) risk in schools under The Secondary Educational Service Area Office 1 2) compare the opinions on risk in School under The Secondary Educational Service Area Office 1 3) risk management approach in school under The Secondary Educational Service Area Office 1. Samples were 60 schools under The Secondary Educational Service Area Office 1. The respondents in each school consisted of 3 persons: school director, deputy director, and teachers with the total of 180. The instrument was a questionnaire regarding the participative administration on the theory of Thorn Suntarayuth , Committee of Sponsoring Organization of the Tread way Commission(COSO) , Higher Education Institutions Ethics Integrity at work ,World Economic forum and Clemson university and Communities in schools. The statistics were used frequency, percentage, Arithmetic mean. standard deviation, content analysis and analysis variance (One Way ANOVA).
Findings were as follows :
- The risk in school under The Secondary Educational Service Area Office 1 as a whole and as an individual were at a high level The ranking Descending are corruption risk, security risk/educational stability, environmental risk, operational risk, human resources risk, strategic risk, financial risk, technology risk/communication and regulatory risk.
- Analysis of variance can be seen that F = 1.67. The significant level is .19. There were not any significant differences in opinions of 3 person: school director, deputy director, and teacher at .05 level of significant
- Risk management approach under the Office of the Secondary Education Service Area 1 were 1) Financial risk management The budget should be managed appropriately and the measures should be taken to prevent the risk, based on transparency. 2) Operational Risk Management The quality of education should be monitored according to the quality assurance system within the educational institution. 3) Strategic / Strategic Risk Management The development of educational institutions should be in line with the policy. Vision / Mission and Action Plan / Strategy. 4) Regulatory Risk Management The Ministry of Education should develop the effective internal control system. It is effective, economical, transparent and can be verified. 5) Risk Management Technology / Communication It should monitor, monitor and use the technology properly. Install the data security system. 6) Human Resources Risk Management Safety should be provided in the workplace. Pay attention to teachers and staff. Increased motivation to work. 7) Corruption Risk Management The law office of the Education Service Area should be organized to educate and organize the surveillance system for counterfeiting documents. Raise awareness and conscience for teachers and staff. 8) Risk Management / Stability in Education Should build confidence in the reputation of the school. Teaching the teacher and maintaining the reputation of the school 9) Environmental risk management The building safety control system should be in place.
