EFFECTIVENESS OF POLICY IMPLEMENTATION: A CASE STUDY OF MILITARY OPERATION FOR DISASTER MITIGATION

Abstract

The purpose of this research was 1) to study the effectiveness of policy implementation: case study of military for disaster relief; 2) to study problems, obstacles, and effectiveness of policy implementation: case study of military operations for disaster mitigation. It was a qualitative research study by in-depth interview. Key informants were ministry executives at policy level, senior management, middle management, academic level officer, president of the Subdistrict Administrative Organization totaling18 disaster prevention and mitigation officers. The results of the research were as follows: 1) Policy in all governments, the past always had a policy on disaster mitigation and rehabilitation for people affected by disasters in all situations and in all forms. In that policy, the military had been designated as an agency responsible for providing support in the field of military resources. 2) Military competence in personnel, knowledge and equipment, the military was considered an organization capable of dealing with various threats, a wide variety of talents because they had been trained and had expertise and specializations.  3) disaster mitigation by the military in collaboration with the Department of Disaster Prevention and Mitigation, and other departments related to perform their duties to provide assistance to mitigate disasters that occured in various areas in Thailand. 4) Humanitarian assistance by the military had placed great importance on humanitarian aid, both domestic assistance and abroad. 5) As a linker in various disaster mitigation actions, the military had focused on integrate, support and coordinate cooperation for the best interests of people. 6) Effectiveness of policy implementation: case study of military operations for disaster mitigation in the field of being a collaborator which the military had worked with various departments to alleviate the disaster and help the affected people continuous.  7) The promotion of public relations, the military conducted public relations through various media to (1) warn (2) report incidents (3) advise on various actions 4) educate and create understanding. 8) Problems and obstacles were (1) management (2) personnel (3) military equipment (4) budget.
