DEVELOPMENT OF PRATICIPATIVE ADMINISTRATION ACCORDING TO SANGAHAVATTHU PRINCIPLES FOR SCHOOLS UNDER OFFICE OF PRIMARY EDUCATIONAL SERVICE AREA

Abstract

This research article aimed to propose the development of participative administration according to Sangahavatthu IV principles for schools under Office of Primary Educational Service Area. Mixed methods research with 3 research steps was designed consisted of: Step 1 was to study the state of participative administration for schools under Office of Primary Educational Service Area. Questionnaires was used for data collection from 400 samples. Step 2 was to develop participative administration according to Sangahavatthu IV by interviewing 20 key informants. Step 3 was to propose the development participative administration according to Sangahavatthu IV principles by using focus group discussion with the target group of 11 experts. The findings were as follows: 1) the state of participative administration for schools under Office of Primary Educational Service Area in overall result was at high level. For each aspect, there were at high level of management in all 3 aspects: co-organizing activities, coordinated on follow up, evaluate and publicize, and coordinated on planning. 2) The process of participative administration according to Sangahavatthu IV principles for schools under Office of Primary Educational Service Area consisted of 3 parts, namely (1) school administration principles in 4 areas: academic administration, budget management, personnel management, and general administration. (2) Participatory management for schools in three areas which were joint planning, participating activities, and co-supervising, following-up, evaluation and public relations. (3) Sangahavatthu IV principles, which consisted of giving, kindly speech, useful conduct, and equality consisting in impartiality. 3) The development of participative administration according to Sangahavatthu IV principles for schools under Office of Primary Educational Service consisted of principles, objectives, operating system, and operation process.
