Unanimity System: Lessons from the Licchavis to Thailand

Abstract
This article discusses a ruling council, also known as a "Licchavi Union". The ruling council was used since the Buddha’s time and it became the foundation of democracy nowadays. The ruling council is consistent and linked to application of Sangha administration structure which unites and strengthens people in society and leads to the progress. The ruling council was originated in the Buddha’s time and transferred to the present time.
